General Rules & Regulations of the STAR of Phoenix, Chapter 113

Membership/Conduct/Grievances
1. An active member of STAR of Phoenix is a member of STAR Touring & Riding that has participated in at least 40%, as voted by the membership, of Phoenix Chapter Rides, functions and/or events per year. Any member not meeting these criteria will be removed from the Active status and be an Associate member of STAR of Phoenix and lose their rights granted to an active member.

2. Only active members of STAR of Phoenix will be permitted to vote in an election or on any other issue before the Chapter membership.

3. All members are required to conduct themselves in an appropriate adult-like manner. If the Board determines a member(s) conduct to be inappropriate, he/she will be addressed by the Board.

4. Any grievance between members, or between the member and Chapter, shall be directed, in writing to the Chapter President by chain of command. The Chapter President shall convene the Board of Directors to deliberate on the grievance.
Monthly/Quarterly/Annual Meetings
1. The Board of Directors will hold a monthly meeting either in person or by email to conduct routine business.

2. The membership will be notified of Quarterly and Annual meetings as dictated in the By-Laws.

Executive Board Meeting

1. Board meetings will be scheduled for once a month and will be advertised and open to all Chapter members.

2. The Chapter Secretary or their designee will take minutes of all Board meetings.

3. The first fifteen minutes of each Board meeting will be an open forum for discussion and presentation of Chapter member issues by Chapter members.

4. Any issues brought before the Board by Chapter members will be tabled until the next Board meeting.

5. All decisions of the Board will be kept within the confines of the Board and no individual decisions will be discussed outside of the Board with any Chapter member. The decisions of the Board will be supported by the Board in its entirety no matter how the individual Board members voted on the specific issues.

Executive Board

1. The affairs of this Chapter shall be managed by a Board of seven Directors. The seven directors will consist of the President, Vice-President, Secretary, Treasurer, LOS Representative, STAR Vet Representative and Sergeant at Arms

2. Chapter Officers are required to be an eligible member of STAR Touring & Riding and must participate in at least 75% of all chapter events/activities. All Chapter Officers should have personal email capabilities.

3. Members must adhere to the "chain of command" on all Chapter issues. For purposes of explanation, the "chain of command" shall be as follows: Chapter Member; Sergeant at Arms; Vice President; President; Regional Director; National Sergeant at Arms; Chapter Coordinator; National President; National Executive Board of Directors.

Committees
1. There are seven committees currently in place for this chapter and they are as follows:
Safety Committee — Shall keep membership aware of good safety practices.
Ride Committee — Shall plan out monthly Chapter rides and special event rides.
Events Committee — Shall work with the other committees as necessary to plan out special events.
Chapter Historian — Shall keep record of Chapter rides, events and statistics.
Ride Captains — Shall ride in the front left position in the pack and lead each group of riders.
Tail Gunners — Shall at all times be the last rider in the formation. Shall be the only rider to stop and assist another rider in the group that has experienced a problem.
Shepherd/Sponsors — Shall greet all new riders into the group. It is the responsibility of the Shepherd to explain to the new people about STAR Touring Riding.

Ride Rules

1. Prior to and during the Chapter ride NO Alcohol will be consumed!! This is a Rule of STAR Intl and a good one at that. Once the ride is complete you are all adults choose wisely.

2. All motorcycles will be kept in a safe working condition. Any motorcycle not in safe working order will not be permitted to participate in Chapter rides.

3. All motorcycles will be fueled (topped off) PRIOR to arriving at the starting point.

4. All traffic laws will be strictly enforced.

5. When a large number of members are riding we will break into groups of 6 motorcycles. The second and subsequent groups will wait until the group proceeding them clears the first intersection.

6. Each group will be led by a Ride Captain. The Ride Captain will occupy the front left position in the group.

7. Each group will have a Tail Gunner. The Tail Gunner will be the last motorcycle in each group. If any rider in the group has to pull out only the Tail Gunner will pull over to assist them.

8. Any rider who elects to drop out of a ride, i.e. they do not desire to go on, time constraints, prior commitments, will notify the Tail Gunner before doing so.

1. Passing - The procedure for passing is as follows: On 4 lane roads and freeways — The Ride Captain will initiate the lane change by signaling for the change. All riders will turn on the appropriate turn signal while remaining in their lane. The Tail gunner will secure the lane when it is safe to do so. The Ride captain will then initiate the lane change once the Tail gunner has secured the lane. Only after the ride captain has initiated the change will the rest of the riders follow.. In the case of changing from a leftmost lane to the right lane the person in the staggered position just behind and to the right of the ride captain will watch for the Tail gunner and initiate the change to the right lane.

2. Passing on a 2 lane road
When there is a need to pass a vehicle on a two lane road the Ride Captain will first bring everyone to Single file.  Then when it is safe to Pass the Ride Captain will pass. All members are now responsible for their own safe pass. In order. DO NOT PASS THE PERSON IN FRONT OF YOU. DO NOT PULL OUT TO PASS UNTIL THE RIDER IN FRONT OF YOU HAS MOVED OVER! Once the vehicle is passed go back to stagger formation. Make sure you are riding fast enough to insure the rest of the  group can safely move back into the proper lane but not so fast that you leave everyone behind. Once you verify that all have successfully passed the vehicle resume your normal riding speed.

9. We normally ride in a staggered ride position with the lead bike (Ride Captain) in the left most position and then the 2nd bike to the right and 1 second behind the 3rd bike is then 2 seconds behind the lead bike and 1 second behind the 2nd bike and so on.

Hand Signals •Single File • Arm straight up with one finger pointing straight up. Lead bike will show left or right side of lane by their bike position.

Staggered Formation • Arm straight up with index & pinky fingers pointing straight up. This puts you back into normal formation.

Pull Over • Pat your head.  This signal is in case an individual needs to pull over, they will initiate the signal and all others should give that person plenty of room.  If someone sees something wrong with another motorcycle that person should pull over, point at them, and pat their head.  The two riders and Tail Gunner will pull over

Turn Signal On • Pinching your thumb and fingers together repeatedly.

Right/Left Turns • Use your blinker and/or the correct hand signal.

Road Hazard
Right Side • Point with right foot extended - Do This Safely!
Left Side • Point with left hand, arm extended - Do This Safely!

Slow Down • Using either hand move in a downward motion, palm open.

Tighten Up • Closed fist pumping up and down. Only the lead bike will start this signal.

Police (Emergency Vehicle) • Extended left arm over head, hand in a circular motion.

Yearly Ride Schedule

All rides will leave at 8:00 a.m. unless otherwise specified. The summer schedule starts on the 3rd weekend ride in May and the last ride on the summer schedule is the 3rd weekend ride in September.
